Original Text: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
What it means: The tenth amendment states that any power not specifically given to the government or prohibited from the states is given to the states and the people. This protects the rights of the people and keeps a balance of power.
